PLSS in renewable energy development

Many utility-scale solar and wind projects in the West sit on or next to land managed by the Bureau of Land Management. The BLM identifies every parcel in its system using PLSS legal descriptions: township, range, section, and the applicable principal meridian. Before a developer can submit a BLM SF-299 right-of-way application, every section in the project footprint must be listed with its correct PLSS description.

A large solar facility in Nevada might cover 20 sections across three townships. A wind farm in Wyoming might list 40 sections on its ROW grant.
